NEMMP 2020: A Wise
Investment for our Future Generations
On 9th January 2013 the Prime Minister
launched the National Electric Mobility Mission Plan (NEMMP) 2020 which is a
roadmap for progressive induction and expansion of efficient and
environmentally friendly electric and hybrid vehicles in the country.
The National
Electric Mobility Mission Plan 2020 is a culmination of extensive and detailed
exercise by the government and the industry covering a span of one and a half
years; also involving an international knowledge, that carried out a primary
data based survey among seven thousand respondents, to understand the needs and
aspirations of the Indian consumer with respect to clean, energy-efficient and
affordable transportation, and the state of preparedness of the Indian
automobile industry in this regard. The study took into consideration the
current international best practices, particularly in Europe, USA, Japan and
China, and also recent developments within the country, particularly steps
being taken by the government to encourage the use of electric and hybrid
vehicles, for example the subsidy scheme for electric vehicles ran by the
Ministry of New and Renewable Energy Resources.
The National
Electric Mobility Mission Plan 2020 emanates from the National Mission on
Electric Mobility (NMEM) which was approved by the Cabinet as the core vision
document that has National energy security, mitigation of the adverse impact of
vehicles on the environment and growth of domestic manufacturing capabilities
as its principal end objectives.
The NEMMP 2020 is a well researched, comprehensive action plan
which indicates that high latent demand for environmentally friendly electric
vehicle technologies exists in the country. As per these projections,
co-ordinated efforts are required by the government and industry which would
eventually result, by the year 2020, 6-7 million units of new vehicle sales of
the full range of electric vehicles, along with resultant liquid fuel savings
of 2.2 – 2.5 million tones. This will also result in substantial lowering of
vehicular emissions and decrease in carbon di-oxide emissions by 1.3% to 1.5%
in 2020. Considering that about 75% of world’s demand of petroleum-based fuel
in future is going to come from countries like India ,
China ,
Brazil etc., need for shifting to alternate fuel is urgent.
However, barriers exist in the way of achieving these targets.
Issues like battery technology, battery cost, charging facility, etc. are some
of the primary concerns in the minds of the consumers. Question about the
vehicle pick up and affordability etc. requires to be addressed as well.
National Electric Mobility Mission Plan 2020 presents a road map for addressing
these issues taking into account the strength and maturity level of India ’s
technology base. The Mission Plan envisages a series of policy interventions in
the form of providing initial impetus through demand support measures that
facilitate faster consumer acceptance of these expensive newer technologies. In
addition, Government will also need to facilitate automotive R&D and put in
place charging infrastructure. It is estimated that the Government will need to
provide support to the tune of Rs 13000 – Rs 14000 Crore over the next 5-6
years. The industry will also need to match this with a much larger investment
for developing the products and creating the manufacturing base. The Mission
Plan lays special emphasis on progressive indigenization of technology,
localization of manufacturing and eventually, job creation. This will also propel the country
globally among the fore front of technology.
The NEMMP 2020 projections indicate that the savings from the
decrease in liquid fossil fuel consumption as a result of shift to electric
mobility alone will far exceed the support provided thereby making this a
highly economically viable proposition. This will also contribute to our global
commitment to reduce CO2 emission.
From the larger
perspective, this is amongst the most significant interventions of the
Government for the people at large, that promises to transform the automotive
paradigm of the future by lessening the dependence on fossil fuels, increasing
energy efficiency of vehicles and by providing smoke free air to breathe and
noise free commuting in the congested city roads and choking urban sky lines.
As a well researched set of objectives, guidelines and action plan, this
underlies the basic philosophy of governance, that is, to leave a sustainable
environment for the coming generations. In other words, it is a wise investment
for our future generations.
