UPSC Exam- CSAT issue: Government says English Marks should be included in the gradation

The government on Monday said it is of the opinion that marks of the question Section on English Language comprehension skills should not be included for gradation or merit in the Civil Services, Preliminary Examination, Paper-two.

In a statement issued in the Lok Sabha on Monday, Minister of State for Personnel and Pensions Dr Jitendra Singh announced that candidates, who appeared in Civil Services Examination 2011, may be given one more attempt in 2015.


However, in the Rajya Sabha, opposition members from Congress, AIADMK, Trinamool Congress and Left Parties alleged that the Minister’s statement has further complicated the issue.

Responding to this, Dr Singh said that the move by the government makes the examination language neutral.


Several members wanted to seek clarifications on the minister’s statement, which was rejected by Deputy Chairman, Prof. P J Kurien. He suggested that members can take up clarifications on Tuesday.


Earlier, Parliamentary Affairs Minister M Venkaiah Naidu said the statement is clear and there is no ambiguity.

The Upper House, which witnessed three adjournments on the issue, was finally adjourned for the day. 


Janata Dal (United) has welcomed the government's opinion that marks of English language comprehension skills should not be included for gradation or merit in the Civil Services, Preliminary Examination.



Talking to reporters in New Delhi on Monday, party spokesperson K C Tyagi said that government should also address grievances raised by the students of other languages in the UPSC examination.
