INSTRUCTIONS TO
CANDIDATES
CANDIDATES ARE ADVISED TO READ THE
INSTRUCTIONS TO CANDIDATES CONTAINED IN THE NOTICE OF THE CONCERNED EXAMINATION
PUBLISHED IN THE EMPLOYMENT NEWS AND THE FOLLOWING INSTRUCTIONS
1. The admission of the candidate to the Examination
is strictly provisional. Until the candidature is formally confirmed
by the Commission it continues to be provisional. If he/she does
not fulfill the eligibility conditions prescribed in the Notice of the Examination,
he/she will not be allowed to take the Examination and/or not called for
Interview or Personality Test (PT) or recommended for appointment even if
he/she has appeared at the Examination/Interview or PT.
2. If any candidate appears at a Centre/Sub-Centre/or
in the subject other than the one indicated by the Commission in the Admission
Certificate, the paper(s) of such candidate will not be valued and his
candidature will be liable to cancellation.
3. The candidate is required to enter the Examination
Hall 20 minutes before the prescribed time of the commencement of the
Examination. No candidate shall be admitted to the Examination Hall
after TEN minutes of the schedule time of commencement of each paper in each
session.
4 (a) The candidate should bring his/her own pen and
ink. He/she should also bring his/her own Mathematical /
Engineering drawing instruments, including a flat rule divided on the edges
into inches and tens of an inch and into centimetres and millimetres, set squares
and drawing board for use, wherever necessary.
Candidates are allowed to bring Scientific
(Non‐Programmable type) calculators PROGRAMMABLE TYPE CALCULATORS WILL,
HOWEVER, NOT BE ALLOWED AND THE USE OF SUCH CALCULATORS SHALL TANTAMOUNT TO
RESORTING TO UNFAIR MEANS BY THE CANDIDATES. Borrowing or
interchanging of calculators in the Examination Hall and use of stencils of
maps will also not be permitted
(b) The Union Public Service Commission will supply,
where necessary, Logarithmic Table for reference purposes only.
No candidate shall be allowed to use or even to keep
with him/her his/her own tables/books/charts/electric slide rules/Logarithmic
tables, stencils of maps etc. in the Examination Hall and if he/she does so
he/she will be penalized.
(c) Candidates should attempt questions relating to
Graph on Graph Sheet to be supplied by the Invigilator on demand
only. Candidates who fail to observe this instruction will be
penalized.
(d) THE CANDIDAES SHOULD NOT BRING ANY ARTICLES
(OTHER THAN THOSE SPECIFIED ABOVE) SUCH AS BOOKS, NOTES, LOOSE SHEETS ETC. INTO
THE EXAMINATION HALL.
(e) The candidate should read carefully and follow
scrupulously the instructions printed on the cover of the Answer Book supplied
to him/her in the Examination Hall.
(f) The candidate must see that every answer book
supplied to him/her has Serial
Number on the Cover Page and contains the required
number of pages (Main Answer Book 24 pages and the supplementary answer book 8
pages).
In case answer book is unnumbered or short of any leaves,
the fact should be brought to the notice of the
Invigilator/Supervisor.
(g) The candidate should not tear out any leaves or
any portion from his/her Answer Book.
(h) The candidate should write on both sides of paper
in his/her Answer Book except the back of the front cover page.
(i) The candidate must answer the précis question, if
any, only in the special précis- sheet supplied to
him/her. Candidates who fail to observe this instruction will be
penalised by deduction of marks, as it deem fit, from the total marks in the
paper, otherwise accruing to the candidate in that paper.
(j) If a candidate uses more than one answer book
he/she should state in the front page of the first answer book (Main Answer
Book) the total number of answer books used by him/her.
(k) The candidate must sign on each occasion in the
prescribed form when he/she receives from, or returns to the Invigilator any
reference book supplied to him/her for use in the Examination Hall.
(l) MOBILE
PHONES NOT ALLOWED:
Mobile phones, pagers or other communication devices
are not allowed inside the premises where the examination is being
conducted. Any infringement of these instructions shall entail
disciplinary action including ban from future examinations. Candidates are advised
in their own interest not to bring any of the banned items including mobile
phones/pagers to the venue of the examination, as arrangements for their
safekeeping cannot be assured.
(m) Candidate should not leave any blank unused space
between answers. If such space is left it must be scored out by the
candidates and indications such as
‘P.T.O.’ or ‘continued’ must be given before returning the answer
book.
5. The candidate must write in his/her own‐hand in
ink. In no circumstances, will a candidate be allowed the help of
a scribe to write answer for him/her except for visually impaired
candidates, as laid down under the rules for Civil Services Examination.
Answer must not be written in pencil. Pencils may, however,
be used for maps, mathematical, drawing or rough work.
6 (i) THE CANDIDATE MUST WRITE HIS/HER ROLL NUMBER
(AND NOT HIS/HER NAME) ON THE SPACE PROVIDED FOR THE PURPOSE
ON EVERY ANSWER BOOK WHICH HE USES.
(ii) ALL THE CORRECTIONS AND CHANGES IN
WRITING ROLL NUMBER MUST BE INITIALLED BY THE CANDIDATES AS WELL AS
BY THE INVIGILATOR AND COUNTER SIGNED BY THE SUPERVISOR ALSO.
(iii) THE CANDIDATE MUST WRITE HIS/HER
ROLL NUMBER ONLY IN THE SPACE ASSIGNED FOR THIS PURPOSE. ON THE FRONT COVER
PAGE OF THE MAIN ANSWER BOOK AND THE SLIPS ATTACHED TO SUPPLEMENTARY ANSWER
BOOKS, HE/SHE MUST NOT WRITE HIS/HER NAME, ANSWER BOOK SERIAL NUMBER,
ADDRESS OR ANY SUCH DETAILS WHICH WILL DISCLOSE HIS/HER IDENTITY ANY WHERE ELSE
IN HIS/HER ANSWER BOOK. SUCH DETAILS MUST NOT BE DISCLOSED EVEN AS
PART OF AN ANSWER e.g., ANSWER RELATING TO LETTER WRITING. IF HE/SHE
DOES SO, HE/SHE WILL BE PENALISED.
(iv) INSIDE HIS ANSWER BOOK HE MUST NOT
WRITE ANY IRRELEVANT MATTER, i.e., ANYTHING OTHER THAN THE ACTUAL ANSWERS TO
QUESTIONS SUCH AS AN APPEAL TO THE EXAMINER FOR MARKS, CRITICISM OF QUESTION
PAPER ETC. IF HE DOES SO, HE WILL BE PENALIZED
7. The candidate should place inside his/her Answer
Book all loose sheets such as précis-sheets, graphs sheets, drawing sheets, map
etc. which may be supplied to him/her for answering questions, whether used or
not and fasten them and the additional Answer Book(s) if any, securely.
HE/SHE MUST NOT WRITE HIS/HER ROLL NUMBER OR ANSWER BOOK SERIAL NUMBER
ON THESE SHEETS.
8(a) THE CANDIDATES MUST ATTEMPT QUESTIONS IN
ACCORDANCE WITH THE DIRECTIONS GIVEN IN EACH QUESTION PAPER. IF
THE QUESTIONS ATTEMPTED ARE IN EXCESS OF THE PRESCRIBED NUMBER, ONLY THE
QUESTIONS ATTEMPTED FIRST UP TO THE PRESCRIBED NUMBER SHALL BE VALUED AND THE
REMAINING IGNORED.
8(b) Candidates must note that they should answer all
parts and sub‐parts of a question continuously in the answer-
book. In other words, candidates must not mix parts/sub-parts of
different questions in the sequence of their attempt in the answer book(s).
Candidates leaving blank spaces/pages within the
answer books (whether for attempting left‐over parts of a question or
otherwise) are advised to ensure that spaces/pages remaining blank are clearly
crossed out before the answer books are handed over to the invigilator.”
9. Candidate should write the paper legibly and neatly. For
bad/illegible handwriting, the Commission may deduct, as it deem fit, from the
total marks otherwise accruing to the candidate.
10. Candidate should use only International form of
Indian numerals (i.e. 1,2,3,4,5,6 etc.) while answering question
papers.
11. Answers must be written in the medium of
examination or as directed on each Question Paper. Answers written
in unauthorised medium will not be evaluated.
12. Candidate must fill up the particulars in the
space provided in the cover page of the Main Answer Book, including the Table
printed thereon.
13. No candidate shall copy from the paper of any
other candidate, nor permit his/her own paper to be copied, nor give, nor
attempt to give, nor obtain, nor attempt to obtain irregular assistance of any
description. NO CANDIDATE SHOULD WRITE ANYTHING ON THE ADMISSION
CERTIFICATE OR ON THE TIME TABLE OR ON THE INSTRUCITONS TO CANDIDATE IN THE
EXAMINATION HALL OR BEFORE ENTERING THE EXAMINATION HALL. NO
CANDIDATE WILL WRITE ANYTHING ON THE QUESTION PAPER IN THE EXAMINATION
HALL.
14. No candidate shall leave the Examination Hall
without prior permission of the
Invigilator/Supervisor for any purpose, whatsoever
15. No candidate shall be permitted to leave the
Examination Hall until the full allotted time of the paper has elapsed.
The decision of the Supervisor as to whether the time as indicated above
for admission to or leaving the Examination Hall is over or not and regarding
expiry of the allotted time shall be final.
16. Candidate intending to go to the toilet will be
escorted by an Invigilator. In no circumstances should a candidate
go to the toilet unescorted. No candidate shall be allowed to go to
the toilet during the last 30 minutes of the examination in each
session.
He/She must not carry any examination material to the
toilet. While going to the
toilet, the candidate must close his/her answer
book.
If a candidate slips away from the toilet he/she will
not be allowed to re-enter the
Examination Hall
17. The candidate must not continue to write or
revise his/her answer nor should he/she engage himself/herself in conversation
with any other candidate after the expiry of the time. If he/she
does so he/she will be penalised.
18. The candidate must not leave the Examination Hall
until specifically permitted by the Supervisor/Invigilator to do so.
On conclusion of the examination, the candidate should hand over the
answer book personally to the Invigilator before leaving the Examination
Hall. Candidate who takes away used or unused answer books with
him/her is liable to be severely penalized.
19. The candidate should also note that he/she should
not stand or loiter in and around the Examination Hall/Room after being
permitted to leave on conclusion of the Examination.
20. Silence must be observed in the Examination Hall.
21. SMOKING OR TAKING TEA ETC. IN THE EXAMIANTION
HALL IS STRICTLY PROHIBITED. LIGHTER MATCH BOXES OR ANY INCENDIARY
MATERIAL SHOULD NOT BE BROUGHT INSIDE THE EXAMINATION HALL.
22. The candidate must abide by such further
instruction as may be specified on the cover of the Answer Book or any other
instruction which may be given by the Supervisor or Invigilator of the
Examination. If the candidate fails to do so or indulges in
disorderly or improper conduct, he/she will render himself/herself to expulsion
from the examination and /or such other punishment as the Commission may deem
fit to impose.
23. TRAVELLING AND OTHER EXPENSES MUST BE BORNE BY
THE CANDIDATE HIMSELF/ HERSELF. THE COMMISSION DO NOT MAKE ARRANGEMENTS FOR
BOARDING AND LODGING OF THE CANDIDATE.
