Is it sensible to prepare for civil services by simultaneously doing a job?

Yes. On an average 50% of the aspirants are working in government / Private sector. 

So you can prepare for Civil services simultaneously doing a job. But you have to use the available time efficiently. You have to use the available time efficiently. You have to one month leave before preliminary exam. If you clear prelims, you have to take atleast three months leave, so that you can prepare well.
